NEW ORLEANS (WGNO) – One man is trying to rebuild the Lower 9th Ward one wall at a time. Burnell Cotlon started with a barbershop and from there opened a candy shop, but his latest plan is to open the first grocery store the 9th Ward has seen in a very long time.
He’s calling it Caffin Ave Plaza but will in succeed? Currently the only place to get fresh produce is miles away, can he kick start the areas infrastructure?
