KENNER, La. (WGNO) - Arrest warrant were issued for Terry Speaks in connection with the murder and dismemberment of dancer Jaren Lockhart, Kenner Police Chief Steve Caraway announced Thursday.

Speaks and his former girlfriend, Margaret Sanchez, both face charges of second degree murder and obstruction of justice.

Sanchez was charged early last month. She is currently in the Jefferson Parish Correctional Center with a $750,000 bond.

Speaks allegedly confessed to killing, cutting up and disposing Lockhart to a fellow inmate, opening up the two year murder case.

Speaks is currently incarcerated at a New York prison for failing to register as a sex offender.  He is expected to be released in October, but will be extradited back to Louisiana.

Speaks and Sanchez were the last known people to see Lockhart alive. The three were seen on surveillance video leaving a Bourbon Street club together.

KENNER, La. (WGNO) - Roughly two weeks after Kenner Police take over the Jaren Lockhart murder investigation involving the murder and dismemberment of a New Orleans mother an arrest has been made, and new details about the gruesome murder are emerging.

Kenner Police Chief Steve Caraway says 30-year-old Margaret Sanchez has been booked with second degree murder and obstruction of justice.

“That pertains to the dismemberment. The cutting up of the body and throwing the body into the Gulf,” explains Kenner Police Chief Steve Caraway.

Sanchez and her suspected accomplice Terry Speaks were the last known people to see Lockhart alive. The three were seen on surveillance video leaving a Bourbon Street club together.

Chief Caraway now says Speaks has confessed to the crime saying he and Sanchez killed Lockhart, cut her up, and disposed of her. According to Chief Caraway, Lockhart agreed to leave with Speaks and Sanchez after they offered to pay her to party and have an encounter with the two. As to what went wrong, that is still a mystery.

“At this point obviously he has not been charged. He is in custody in New York,” says Chief Caraway.

Chief Caraway says the confession did not lead to Margaret Sanchez’s arrest. Instead, he says new witnesses and technology played a major role.

“The license plate recognition cameras, the same cameras we use to catch vehicle thieves, you know, picked them up coming into Kenner shortly after they left New Orleans,” says Caraway, “Then sometime later they were picked up going to Mississippi and then returning here from Mississippi after staying in Mississippi for just a brief time.”

Melissa Matey with Louisiana State Police says the cameras aren’t your typical traffic cameras. License Plate Recognition Cameras are hidden, and strategically placed.

“There are multiple cameras that are spread throughout the state of Louisiana, so we are touching multiple roadways and parishes around the state,” says Matey.

The cameras are often used for amber alerts. Chief Caraway says he doesn’t believe Lockhart was kidnapped. Instead he says, “They selected this person, Jaren Lockhart, and decided she was the person that they wanted to go with them.”

Terry Speaks is in custody in New York on  unrelated charges.

Chief Caraway also tells WGNO whoever dismembered Lockhart tried to remove pieces of tattoo covered skin so that authorities could not identify her, but they were not successful.

KENNER, La. (WGNO) – In a town where senseless, brutal murders are accepted as a daily part of life. The killing and dismemberment of Jaren Lockhart stood out above the rest.

The 22-year-old New Orleans mother disappeared June 5, 2012. Days later her remains washed ashore along the Mississippi Gulf Coast.

Now investigators in Kenner stood before the media with a suspect in custody.

Prosecutors in Jefferson Parish have charged Margaret Sanchez, 30, with second degree murder and obstruction of justice in connection with the dismemberment of Lockhart.

Investigators have always suspected Sanchez and Terry Speaks, 41, were involved in Lockhart’s murder but never had the evidence until now.

On the night Lockhart disappeared she was last seen leaving a Bourbon Street club where she worked with Sanchez and Speaks.

At a press conference Thursday Kenner Police Chief Steve Caraway said, “We were able to locate people who weren’t located before.”

He did not elaborate on who these people were or how they fit in to the investigation.

Investigators have also obtained license plate recognition cameras that spotted the couple leaving New Orleans and entering Kenner. A short time later leaving Kenner and driving to Mississippi, and then returning.

Investigators believe Lockhart’s body was dumped off the Bay St. Louis Bridge.

In regards to Speaks, Caraway said he is still a suspect, “He is currently in custody and he’s not going anywhere.”

Speaks is currently being held on an unrelated charge sex offender charge in a New York federal prison. Caraway said investigators have traveled to New York and spoke with Speaks.

Motive

Caraway won’t speculate on a possible motive. But he said, “We don’t believe it was a kidnapping case.”

On Thursday, Caraways warned reporters this investigation is far from over.

“You won’t see this going to trial in the next few months,” he said. “It is by no means over and done with. We still have a lot of work to do that hasn’t been done in the past.”

NEW ORLEANS (WGNO) – Tonight a suspect is behind bars in the murder of Jaren Lockhart, and it’s a name familiar to the case. Nearly two years after Lockhart’s dismembered body was discovered family members tell WGNO News Anchor Vanessa Bolano justice is finally being served.

Photos, and an urn with Jaren Lockhart’s ashes fill her brothers home with memories.  Lance Lockhart lost his sister nearly two years ago.

“We’ve all just been trying to hold together. It’s a hard thing to do, but we struggled a lot,” says Lance Lockhart, “God has probably prepared us for this situation. He knew. He knew this day was coming.”

Wednesday morning authorities arrested 30-year-old Margaret Sanchez at her family’s Metairie home in connection with Lockhart’s death. Kenner police say Sanchez has been booked with one count of Second Degree Murder.

Sanchez and her suspected accomplice Terry Speaks were the last two people known to see Lockhart alive. Authorities say surveillance video shows Sanchez, Speaks, and Lockhart leaving a Bourbon Street club on June 5th 2012. Days later Lockhart’s dismembered body began washing up on Mississippi beaches.

Coincidentally, Sanchez appeared on ABC’s “Final Witness” after the killing detailing the death and dismemberment of a friend of hers, back in 2006.

“I’ve just been really patient. I knew we’d come to ahead and everyone would get what they deserved. It just took time,” says Lance Lockhart.

Jaren Lockhart was only 22-years-old. Her family says they’re lucky a piece of her still lives inside her five year old daughter Rylie.

“She was a good person. She loved everybody,” says Jaren’s mother Donna Lockhart.

It’s hard for Donna Lockhart to speak about her daughter, but she has a burning question she’d like answered.

“I want to know why you killed my daughter. She didn’t deserve it. I’d ty to get them to tell me why they did it,” says Donna Lockhart.

As Sanchez sits behind bars details on Speaks and his involvement have yet to be released. Terry Speaks is in New York Federal Prison on unrelated charges.

Lance Lockhart says, “I’m really happy they found her, and I’m pretty sure he had something to do with it too, you know. Just they have to get their ducks in a row before they get him.”

Kenner Police have scheduled a press conference Thursday morning to discuss more details surrounding Lockhart’s murder.

Sanchez and her suspected accomplice Terry Speaks, 41, were the last two people to see Lockhart alive.

Lockhart was last seen June 5, 2012 leaving a Bourbon Street strip club where she worked.

Days later, parts of her body were found along the Mississippi coastline.

Authorities declined to comment on Speaks and his connection to the crime.

Speaks is currently being held in a New York federal prison on unrelated charges.

KENNER, La. (WGNO) – The murder of Bourbon Street dancer Jaren Lockhart got renewed attention Tuesday, as the Kenner Police Department announced they are officially taking over the investigation from Hancock County.

According to WLOX, new evidence in the case lead investigators to believe that the killing happened in Louisiana.

Lockhart, 22, disappeared in June of 2012. Days later, her dismembered body washed ashore in Hancock County, Mississippi.

Hancock County investigators will continue to assist in the investigation, along with the FBI.

“I’m confident we have the best investigators in Jefferson Parish working on this, so with that said, I’m keeping my fingers crossed we bring it to conclusion, obviously nobody deserves to have their life ended this way,” Kenner Police Chief Steve Caraway said at this morning’s press conference.

Anyone with information about the murder of Jaren Lockhart is asked to call Kenner Police detective David Stromeyer at 504.402.1193. The public can also call Crimestoppers at 504.822.1111 or toll-free at 877.903.7867

Sheriff’s deputies in Hancock County, Mississippi plan to take the Jaren Lockhart case to the district attorney within the next week.

Lockhart’s dismembered body washed ashore in the Bay St. Louis area last June.

Deputies say they don’t have enough evidence at this time to bring homicide charges against a couple identified as suspects.

They say they could make a case for desecration of a body against Terry Speaks and Margaret Sanchez.

The sheriff’s office also says Lockhart’s body parts may have been thrown from the Bay St. Louis Bridge.

captureAccording to the federal courthouse in Winston-Salem, North Carolina, Terry Speaks, 39, has pled guilty to failing to register as a sex offender in that state.

Speaks faces up to 10 years in prison for the charge. He is scheduled to be sentenced on December 13, 2012.

Speaks, along with his 28-year-old girlfriend Margaret Sanchez,  of Kenner, are the primary suspects in in the murder of Jared Lockhart, 22, who worked at a club on Bourbon Street and had a 3-year-old daughter.

captureClues in the Jaren Lockhart murder case could come from a show that aired on ABC two weeks ago, but the raw footage used to produce the program are what detectives say they really want but are having trouble getting.

Detectives from the Hancock County Sheriff’s Office say they’re dealing with “red tape” as they try to acquire unedited interviews and footage from a July 4th airing of “Final Witness,” an ABC crime show, which featured interviews from Margaret Sanchez, one of two suspects in the June murder and dismemberment of Jaren Lockhart, the 23-year-old New Orleans exotic dancer who disappeared after a shift at the Bourbon Street strip club where she worked. Sanchez, 28, was featured on “Final Witness” as an interviewee on the 2006 murder and dismemberment of her friend Addie Hall.

Detectives say that Sanchez knew two women in the French Quarter murdered in such a similar way is a “coincidence” which “can’t be ignored.”

Hancock County chief deputy Don Bass says his sheriff’s office has tried to subpoena the video, but learned the show’s production company doesn’t legally have to turn over their material.

Bass says Hancock County’s District Attorney’s office is working to get a New York state subpoena for the footage.

“I’m very interested,” said Bass. “How many people know two people in their lives (who were) murdered, dismembered and decapitated?”

A voicemail message requesting comment from show representatives was left Wednesday night by WGNO News.

Sanchez and her boyfriend, Terry Speaks are the prime suspects in Lockhart’s killing, and remain in custody of authorities on unrelated charges.

They have not been formally charged with the murder.
