NEW ORLEANS (WGNO) – After a near four-hour negotiation Saturday, the NOPD arrested 59-year-old Richard Donovan in relation to a murder in the 700 block of Lyons Street.

At about 12:17 a.m., Second District officers responded to a wellness check request in the area.

Upon arrival, officers noticed a foul odor coming from the location and knocked on the door, with no response.

A former resident of the location had arrived at the scene and unlocked the door, entering the residence to discover the occupant – later identified as Donovan – armed with a handgun and barricading himself inside a rear bedroom.

The former resident exited the residence and informed police of the situation, at which time NOPD Special Operations Division officers were notified.

In a cursory check of the residence, SOD officers discovered the body of an unresponsive man in another room, suffering from a gunshot wound to the head.

A SWAT roll was then enacted on the location at about 4:30 a.m. and a perimeter was established in the area.

Just after 8 a.m., Dononvan surrendered to police without incident.

During investigation of the residence, the shooting victim was pronounced dead at the scene.

Donovan was arrested and transported for questioning by NOPD Homicide detectives.

Investigation into the incident is ongoing. No further information is available at this time.
