THIBODAUX, La. (WGNO) — Thibodaux police say they charged 46-year-old Lance Clemons of 909 Lagarde Street with three counts of Dogs Roaming City Streets and three counts of Dogs Required to be Vaccinated Against Rabies.

Police say two women were walking in the 900 block of Lagarde Street last Tuesday, February 2 when five pit bulls began chasing them.  Police say one of the women stood very still, but the victim started to run.

Police say the victim fell in a yard, and the dogs began biting her.  They say she sustained injuries to an arm and leg that required medical attention.

Police also claim witnesses reported seeing Clemons laugh as the dogs began chasing the victim.  According to police, Clemons claimed the dogs were only trying to play.  They also say he claimed to own three of them, but the other two were strays.

Three of the dogs were placed in the care of animal control workers.  Two others could not be located, according to police.
