Police Chief Ronal Serpas says 24-year-old Keelen Armstrong, pictured at left, now faces first degree murder charges among others for the shooting death of Samuels who was in her babysitters arms last week as shots rang out on South Saratoga in Central City. Police believe he was not alone.

“We believe that there is at least one other individual responsible for the shootings,” a says NOPD Chief Ronal Serpas, “And we urge him to turn himself in.”

As for Monday’s shooting that claimed the life of 11-year-old Arabian Gayles on General Ogden in West Carrollton, police have names 33-year-old Keith Ward as a person of interest saying they believe he was at the scene as gunmen shot into Arabian’s home.

Chief Serpas says he hopes certain people who know something must call in and step up.

“Unfortunately we wonder how it is very specific people in this community, not the community at large, but we wonder how it is some of these people went to sleep at night knowing how this baby died,” says Supt. Serpas.
